TRACT – Le ministre de l’économie, à côté du Premier ministre et du ministre de la Justice, a partagé hier le résultat du diagnostic de la situation de référence des finances publiques.
Face à la presse, Abdourahmane Sarr a fait savoir que sur ordre du Président de la République, le ministère des Finances et du Budget avait désigné une équipe sur la supervision de l’inspection générale des finances afin d’élaborer un rapport sur la situation des finances publiques au 31 mars 2024.
“Le rapport en question sur les finances publiques, a révélé que la dette publique du Sénégal et le déficit budgétaire sont plus élevés que le déficit publié par les autorités sortantes et communiqué à nos partenaires durant la période 2019-2023”, a fait savoir le ministre de l’économie.
Ce dernier ajoute:
“L’ancien régime avait annoncé que le déficit budgétaire a été à hauteur de 5,5 % du PIB. Mais en réalité, il a été de 10,4 %. S’agissant de la dette publique, elle a été annoncée en moyenne à 65,9 % du PIB. Mais la vérité est qu’elle est de 76,3 % dans la période 2019-2023”.
“La dette publique annoncée à 13.000 milliards de francs CFA est en réalité à 15.000 milliards soit près de 83% du PIB”, a révélé le ministre de l’économie.
Abdourahmane Sarr renseigne:
“ Il y a un montant de 605 milliards CFA de crédits prévu pour 2024 et qui a été dépensé en 2023”.
Selon lui, “le rapport a été établi en application de la loi 2012-22 du 27 décembre 2012 qui a transposé dans notre ordonnancement juridique la directive de l’UEMOA portant code de transparence sur la gestion de la finance publique ».
Dans cette affaire, les ministres Amadou Ba et Moustapha Ba, tous les deux anciens ministres des Finances sont pointés du doigt.
